you could do the prep work yourself and then have someone else do the spray work, as long as the topsides are in okay shape it would probably turn out pretty good.
I have used regular enamel paint before with decnt results and fair durability but it takes atleast 6 weeks to cure. it would be quite awhile before you could let it rub against any bumpers. this could be a really inexpensive option
