Maybe....depends on where you live or are willing to go to....I can drive down to Houston and the passport office will process it while I wait....for a fee of course....but I've seen this done many times....folks book a dive trip down to Cozumel or Cayman but don't consider the passport...then get into a last minute scramble. They just drive down to Houston and pay the expedite fees, return with a new passport.
