Out of curiosity, when we say the "rule" says the first one dictates the rule--where is that rule written down? Isn't it more a matter of generally accepted etiquette? In which case, we have the boater etiquette that the first to anchor wins, and the general etiquette of "don't be an ass". To me that would mean that I, as the second to arrive, have no reason to expect him to change. But he, as the first to arrive, has every opportunity to decide to change, if for no other reason than just to be friendly.
Or is the first to arrive rule actually matter of regulation?
