Usually what you are describing is caused by a blocked air vent
line. this can happen when the VENT
line has sags in it that can hold
fuel in place effectively blocking the
line. Wasp nests also can clog the air outlet producinng the same effect. Suggest you insure a completely straight, clear and slightly DOWNHILL run from vent to tank before looking for more exotic causes!
