i would never tip anyone except an employee and i would be offended if someone did me,an offer of maybe a cold beer is the more approperate action for a favor from a fellow boater,most dock hands are usually appresiative of any modest tip[depending on the area and the amount of effort/time]in most of the coastal areas i think most marina's have a rule that the attendant hands you the hose and you pump your own[insurance regulations maybe] i know that some "superyachts" tip big but most very little,i've attended fuel docks before and a $5 dollar tip is very rare
