Would help if you said what kind of outboard motor it was, as well as who made the motor lift. Most outboard motors lifts have a spring loaded arm that catches on latch of some sort that holds the outboard in the up position. You need to tilt the motor up a bit and then pull the release latch, and then lower the outboard.
