Yes, that's correct. The GROL (PG) conveys all the operating privileges of the Marine Radio Operator Permit (MP) and, of course, the Restricted Radiotelephone Operator Permit (RR). It also permits you to "adjust, maintain, or internally repair" marine and aviation transmitters.
