Hey Rick,
there is a paint that has a warm touch additive to it. I think it has some microscopic beads or balls in it that give it a bit of insulation quality. Anything to insulate the bare hull in that berth will help keep it from getting wet. You could also use spray on foam. Probably a better bet would be to get some carpet and use spray on or brush on contact cement glue to glue it to the hull. Then get a fan that mounts on the wall and keep it circulating the air, and that would really make it nice and soft and dry in there without requiring shore power.
