He mentions in the video that the roller furling is "un-operable". Must be that for some reason he no longer uses the furling sail and has replaced it with a hank on sail, leaving the furling drum intact. It would be odd (and difficult to do) to take the foil off the stay and leave the drum intact. And why would you....

Do you think it was ever operable with hank on sails? I notice that the tack of the sail is attached to the furling drum.
