I'm curious about why there's an outboard. It must be for a dinghy but I didn't see one mentioned in the listing.
Otherwise it's all about the condition. If the engine is in good working order, the rig and sails are in usable condition, and all or most of the systems - water pressure, head, battery charger, etc. - are working, it could make a great starter boat. Talk to the broker, see the boat, get a feel for what kind of shape she's really in and what you'd have to do before you could go sailing.
If you plan on spending any significant time down below, I'd budget for some new upholstery. Those have got to be the original cushions, with 30 years worth of boat smells and mildew. Unless you just love that classic '70s plaid!
