The 'keel strap' has been there a while.. the rudder, hard to say. The snapped strut is indicative of some pretty nasty action. The netting jammed around the shaft too. Motor mounts could be suspect, and that's just from looking at pics... If you can get it free maybe part it out. No way it's worth $9K - the trailer may have value but the boat is a non starter.

This is the quintessential project boat.. Look at what SNer Itgoshen got recently for next to nothing... hardly bears comparison.
