Personally, if the anchor is able to be set and retrieved with that bale there, then tack welding it or maybe a slightly taller one would work for the for stay and make it such that the stay would be centered. THEN, you could still attach the tack wire to one of the holes below and to one side. This slight out of wack would not hurt your pointing on a given tack. as the wire would go to center at the true tack.

Then again, not sure having a for-stay or tack off to one side would screw you up toooo bad, as many cruisers and SH/DH racers have two sizes of jib/genoa's furled to the bow, along with many times a furling A-sail to use from the cockpit. If they are using an offset luff, then it can not be tooo bad of a thing to do.
