Are they? In Canada, they come under federal jurisdiction, and it appears that various states are employing state jurisdiction on marine water bodies. As a result, although there are some universal rules the USCG enforces, are there not also state rules that vary? Why is Florida allowing five cities to have jurisdiction over some areas?

Why are people happy to accept science which makes their life easier while rejecting science that makes their faith or beliefs more difficult?
