The reference to
rigging refers to how well the boat is "tuned". Example - look to see if the forestay has a sag when going upwind. If the
rig is too loose, performance will suffer. Get someone in the know to go for a sail. I am surprised there are no inner tracks or fixed blocks to allow you to bring the
jib in. Best guess - new sails make a HUGE difference (10 degrees). Have a local sailmaker take a look at your existing. If money is tight, get the
jib first.
