Are you saying this as an independent developer who is not involved in the MS development and testing process? Because OS susbsytems do change, sure, they always have, but MS has usually been very good about making developer resources available so folks can keep up with them.
"The Cloud" shouldn't make any difference at all for folks using local software with local hardware, using it isn't mandatory and the functions that are moving to the cloud shouldn't affect your local operations.

Well...any developer should be aware that drivers are, and always have been, OS specific. If his drivers were for Windows XP, which is NT5.1, there's no reason they would be expected to work in Windows7, which is NT6.1. From NT5 to NT6 there were huge changes in the subsytems.
