They have probably been sealed in with globs of resin. If you can at least see the bumps where they are, get out the jackhammer!

Just kidding but you will need to get a sharp but unloved chisel and clean away the covering.

If you can't even deduce where they are from lumps in the correct area of your bilge, you'll need to get a pro or a surveyor to find them for you I guess.
