I have a 1969 Bristol 39, which is essentially the same as the 40. My Mast step consists of a weldment that has 4 uprights welded to the top plate that fits inside the mast. The topmost visible plate with 4 bolts in it is meant to adjust side to side while the lower plate is slotted to allow adjustment fore and aft (or visa versa). The bottom plate is held to the fiberglass floor by 4 lag bolts. This step is known for corroding heavily on the 39, don't know for certain if the 40 you are looking at is identical construction.
