Is this a new development? I would suspect an injector is acting up. I would get it running, then slow the motor down as much as possible so it keeps running then I would crack injector lines at the injector which should cause a noticeable drop in RPM and increased roughness. If it doesn't, you've at least narrowed the problem down to one cylinder. I suspect it runs rough at higher speed too, but the higher RPM just makes it harder to tell. That's my first guess with the limited info.
