Bit of guess work here but you'd have to think the boat has been in Greece an awfully long time and while they got away with it for a few years they've now been lumbered. At EUR15 per metre on a circa 14m boat thats EUR200 every three months or EUR800 per annum. That means this particular boat has been there for over eleven years though I guess penalties may apply which would reduce this.

Methinks someone might just have pushed their luck a tadge too far and it simply ran out.
