38.8 skeg construction question

Does anyone know how the section of the skeg that runs below the prop and supports the lower rudder gudgion is constructed?
We have a thin crack in the gel coat wandering up from the back of the gudgion plate after a vertical impact on the rudder and it is tricky to know how to proceed without understanding what the makeup is.
