Good way to reinforce the stern rail is to have stays from the top stern rail to the toe rail. I put some on when I got a set of Ocean Marine Davits. Lifeline material, a small turnbuckle , a
shackle on the toe rail and a take apart rail slide on the rail. Stopped all the flexing.
