My average costs are just a little more than half that.

As for speed, theoretical hull speed or a little over is the limit regardless of wind speed. Some boats aren't as efficient when reefed down so you may give up some speed to weather when it's really blowing.

I'm also from the Valley and go to sea partially to get away from the heat and dust so I avoid the Santa Annas when possible. Luckily, the Santa Annas don't make it up to Ventura very often.
