If you take a small hammer and gently tap the decks around the area in question, any areas that are delaminated or have rotten core will sound different from solid deck. That will help you to determine if there is a problem, and how extensive it is.

I have a "creaky" spot on my decks, but I have decided that it is not a big problem, just an isolated spot that is not getting worse.
