Something to think about is the number of bolts on the cleat and size of the backing plate. They are usually undesized for the possible loads. I's go for a 4-bolt cleat and make a stainless steel backing plate about the size of a sheet of paper, or what fits. The loading problem will occur if you have to get a tow and need to use the cleat for the tow line.
