There is no harm in shutting off the salt water (cooling supply) sea **** and working strictly on the starting issue first ( no need to run long once fixed). Very basic on a deisel, fuel at injector pump. Then address the (no gurgling) sea water issues. Bear in mind that an impeller can look fine and even appear to spin with pump cover off yet still not work when the pressure from the cover is applied or rpms increase. I have had hands on experience with the impeller hub spinning inside the rubber. If you feel you have water in the combustion chambers turn the motor over back-wards by hand a couple of revolutions to prevent hydraulic damage. Check for water in oil also.
