The Woodenboat site would be a good place to look for dinghy plans. If you want to sail it, you may be advised to stay away from some designs that are more focused on rowing or motoring aspects. Many stitch-and-glue boats will be quick enough to build and not too crazy with the finish work and details that can keep you tied up instead of out sailing. It WILL take you longer than you think.
