If the bolts are really in that tough a condition you really ought to fix that... you don't want that part 'falling off' at any point.
It's probably a casting so fixing it (patching) may be problematic though it might be brazable. If you can reuse the mounting flange fabricating your own elbow is not that big a deal if you have access to a welder's services.
