That's a big subject to tackle here but I swear by the SSB. Dockside Radio: Icom SSB Radio Kits & Components is a good place to start. I bought a lot of stuff from them. They are also very helpful if you're going to install it yourself.
Weatherfax is free, license or not. You can get weatherfax with just a receiver. I don't have a HAM license and have never needed it. You can get email with a Pactor modem and Sailmail.
