Hugo probably has the best suggestions. 79th Street either has a five year or a 20-year waiting list, depending on who you bribe. Ergh, ask. And I don't know about the inner docks at Liberty, but the marinas along the NJ side of the Hudson generally take a LOT of wake from commercial traffic. As long as you're not baking souffles, that may be a tradeoff worth doing for the location.

Traditionally, the NY metropolitan area had hard winters and lots of ice, making boats in the water and patrons on the icy docks a very bad idea. Most of the tourists and transients don't know about that and maybe with global warming, the insurers and marinas will rethink it.
