Removing old thru-hulls

I'm making my way through my winter project list. One such item is to remove and permanently plug three unneeded thru hulls. These are all the old gate valves, handles rusted off, non-working, etc. They gotta go (obviously). Here are pictures of two:

So, my question is "How do I remove thse things"? No threads available. It appears that the pipe fitting is actually glassed in. I am thinking of using a dremel tool with a cutoff wheel and cut off the pipe flush with the inside of the hull. . . . and then glass it over.

Any other suggestions or cautions or hints?
