You could make a leveling shim with epoxy. Might not look quite as nice as teak, but probably a lot easier and cheaper.

What you do is put some plastic wrap tightly onto the toerail to keep anything from sticking. Put a couple layers of glass down and wet them out. Then put some thickened to peanut butter consistency epoxy down on top of the glass. A blob about the size of the plate you'll put on top. Now smoosh it flat with your plate, also protected with plastic wrap or some other kind of mold release on the bottom. Put a nice filet on the edges. When it cures you'll have a perfectly shaped shim that goes between the toe rail and plate. Trim off the excess glass on edges with some scissors.

You'll want to paint the exposed edges of the shim to protect it from UV damage. It will look nicer that way too. A black border around the stainless from the filet of epoxy might look nice.
