Why not put a vent on the v-berth tank, a quarter turn shut off on the keel tank vent. When filling, you'd open the keel tank vent, once full close it. Seeing how both tanks are connected & the v-berth tank is higher, that vent would provide the relief necessary to prevent a vacuum for both tanks.

I'm not happy unless I'm complaining about something.
