Like Faster suggested your boat has some "dock rash" where it is mostly
cosmetic damage - that should be fixed eventually. The deeper holes would be
good to fill with a thickened
epoxy, to keep water out - which is pretty easy to do.
The bottom does not look so bad to me. Scrape off any loose or peeling
paint.
Give it all a light sanding (if you dare).
Wipe it down with Acetone or de-natured Alcohol.
Repaint with antifouling
paint.
Regarding which bottom
paint.
If you run a clean rag over the bottom
paint and some of the color comes off
on your rag then your boat was last coated with an ablative, or soft paint. If a
soft paint was last used then that is what you should use again. You can't put hard
bottom paints over soft ones in most cases.
If the bottom paint is hard then you have a choice of using either a hard or soft bottom
paint.
Since I don't know whether your boat will be in fresh or salt water, or where you will be
sailing I can't recommend a paint for you. You should use the type of paint used by most
other boaters in your area as they already have a good idea of what works where you are.
