I can see one reason for leaving the valve. Ballest and balance. The welder added several feet of rather buoyant tank sticking out from the bow of his boat.. an area that typically has little buoyancy on it's own. With the valve in place, he could add water to the tank to bring the bow back down to it's lines.

Granted, I am sure nobody wants to hear or feel it sloshing about with each wave.. but it is the only thing I can think of
