I don't understand this product. The bag will collect rainwater. Any wave action from storms, and this water will be contaminated by the seawater. Since it all sits on the surface and the blue bag soaks up the sun, the rainwater will get very warm. Looks like a very healthy culture for growing slime. The water in the bag will likely get contaminated with some barnacle larvae, and you've got barnacles, which will grow very fast thanks to the heat.
I don't see how this product will do anything to protect the boat. It will just lull you into false security, so you'll leave your bottom bare and suffer the consequences.
Please correct me if I'm wrong.
As already mentioned.. he is in Fresh water. Also, his outboard is in a well, so with the hatch closed, it keeps the rain out. While maybe not a good an idea as say the thick trash bags (which would do the same thing) it would work well in his case
