I've figured out the bug.

What it does is if you type only uppercase posts it will convert them to lowercase, but as soon as you add a lowercase letter to your post it leaves the post alone. I assume this is some kind of "feature" to stop people from typing posts in all uppercase and "SHOUTING".

The top one was added using the smilie selection provided by the forum software. I typed the middle one using a colon and the small "d" as you did. I typed a colon and capital D on the bottom. Are you sure that's not the issue?
