Rep power came as a part of the software and not wanting to waste anything, the management felt compelled to actually show it to everyone. It is supposed to be a formula generated rating of how well people value your posts.
The fellow who wrote the formula that calculates 'rep power' got the Nobel Prize in Obfuscation.
The way it works is that, basically, if folks like what you say, or think you had a good post, or you put up enough posts that no one complains about, the formula rewards you. Other wise its the dunking chair for you. The problems is that some folks would be approaching infinity, and some folks would be in serious negative numbers, so the formula tries to act as a great leveler. Think of it as a rating rule that is so unfair to everyone that it must somehow be fair to someone, but its not, and that is the genius of it.
