Is there a way that I can turn it off? I don't think it happens on all browsers so maybe I'll switch. It's using additional bandwidth and the site is already a hog with the ads (which I understand are necessary, this scrolling icon is not).

ah that thing .... where did it come from .... bloody irritating if you ask me. O don't so much dislike the icon its the moving type in a really naff font that bugs me.
