Frustrating newbee experience

This is getting a tad annoying:
To be able to send PMs your post count must be 15 or greater.

You currently have 11 posts and you can send PMs to following users only:
I don't want to spam the board to get my post count up but I do want to PM someone. Can someone explain the logic of all these thresholds?

It's to give time to remove spammers from the board before they PM everyone.
