For reference, back in 2002 I bought a Tanzer 22 that was probably in pretty similar shape to that one, for $1700. I didn't come with an outboard, so I picked up a used 6hp for $500. Then over the course of 5 or 6 seasons, I completely updated the boat, replaced all the sails, standing rigging, added spin gear, traveler, adjustable backstay, rope clutches, roller furler, new trailer, racing bottom, refinished all the teak, etc. I sold the boat last year for something under $4k. No regrets, I knew I wasn't going to get my money back out of the boat when I was redoing it. It was a great boat and was everything I wanted in a first boat. I sold it to get something bigger and a lot faster. I guess my point is that if you're going to buy a boat that hasn't been updated, it should be dirt cheap. Better yet, find one like mine that has been updated with a seller who understands that it isn't a $10k boat regardless of how much he spent on it. If you get that boat don't paint the topsides or deck. The original gelcoat was very thick. Try wet sanding it with 400 grit then polishing with an aggressive polish. Mine looked like new.
