Apples Oranges and the Vat

It appears that Yacht world etc. display European prices with Vat included. If a buyer wishes to import a EU built sailboat to outside the EU to Canada or US wouldn't they be Vat tax exempt? Then wouldn't you reduce the EU price by the Vat to compare to US boats? And what is the Vat? I realize taxes would be due at point of landing and that's a whole other topic well covered elsewhere. Specifically I was looking at Hallberg Rassy's of which are more plentiful on other side of the pond and may not be (I hope) as prohibitive as initially appearing.
