That is not much money for a 5 year old boat unless it is a small boat.
I would chose a 36ft mass production boat with more than 5 years and less then 8 (there area a lot of things to change in a 10 year's old boat and probably they were not changed). You would not have much choice for that price in a 36ft boat and the best buy probably would depend on the boat condition.
I would chose a 36ft because it can carry more water and provide adequate space for two living aboard and it is probably the bigger you can have with that money in good conditions.
Look at Dufour, Bavaria, Jeanneau, Beneteau, at that price you would not be able to have a Dehler, Elan, Salona or any other slightly better boat. The difference in price will not be proportional to the difference in quality anyway.
If I understood you want to buy a boat sail for some years and then selll the boat or brig it to the States? If so you should have a boat without European VAT and eventually have it flagged with an US banner. If I am not wrong that way you can stay six months in any EC countries and that should be enough for you.
For inexpensive boats without VAT payed the best place is Croatia.
