Brian, you are saying exactly what I was thinking. I haven't checked lately, but before buying our boat in 2009, we looked at a diesel-equipped Catalina 27 that was listing at roughly $15k. One might pay a bit more or less, depending on the make.
Unless the OP is really into "projects", he may want to either revise his budget or consider joining some type of sailing co-operative. I'm not sure what might be available in the mid-west, but they are around, I'd bet.
