It looks like everything you need is there as far as I can see (unless the centerboard is missing for some reason). If the sails really are new and the motor runs, you would be getting a great deal. Ask him to set up the boat (mast/sails/rigging) and show you how everything works if you go to look at it. Small boat parts are not really to expensive. Usually it is the sails that are worn out on these old boats and are the most costly things to replace.

New sails are "crisp" feeling. Check the standing rigging (wires that support the mast) for broken strands. Don't be put off by minor cracking in the fiberglass. It may only be superficial (gelcoat), but even if it isn't you can easily do fiberglass repairs yourself (its actually kind of fun to do).
