It's a powerboat made from an up-tilted sailboat hull complete with mast that gives the impression of a sinking sailboat at first glance. Pretty stupid in my opinion but it takes all kinds I suppose.

I didn't know the navy had a sail powered submarine, must have been topside to recharge the batteries
other than that I really don't have a clue either
