Permanant Resident
Question: Can a green card Perm Resident, (20 yr) me (Canadian), purchase a US documented sailboat? 35 ft to be purchased in both mine & wife's name. She is a US citizen.

Yes, you can buy the boat.

...but only she will be able to register the boat in the US.

Re: Permanant Resident
I think the term is "inbound". Hundreds of US registered boats are owned by Canadians. They never bring them to Canada and pay the taxes here. But it could be hard to have different status on the same boat. You could start an incorporation that owns a boat. Or you could register it in Panama. Can you own a car? Yes you can. But maybe its hard to get the loan
since you are Canadian!

+1 That's why my boat isn't my boat :)
You can state register it and keep it in the U.S. but only 100% U.S. owned vessels can be CG registered.

If you wish it to be CG registered it has to be 100% U.S. owned. If it is owned by a corporation, that corporation must be 100% U.S. owned. IIRC certain fishing boats may have 25% non-US ownership.

How difficult is to un-document the vessel?

Re: Permanant Resident
It should be straightforward but I think that the present owner will need to do it as it can’t be transferred to you. Keep in mind that, generally speaking, you cannot then take it to a foreign port or take a loan against it. Easiest is to put it in your wife’s name and put a POA in the ships papers giving you full authority to make any decisions and enter into any contracts that involve the boat.

Ozzy call the Vessel Documentation Center on Monday, they'll have all the answers for you, direct from the horses mouth.

Re: Permanant Resident
Last I checked (I'm green carded) you can't have a federally documented boat but can have a state registered boat.
