I would start by considering where you will keep the boat. I am at the Whitby YC and 6'4" in the fall would be problematic. I don't think that most of Bay of Quinte would be a problem. By the Murray Canal you would have to keep in the channel. Some yacht clubs and marinas you might like to visit could be a problem. Don't go by this year - water levels are quite high for this time of year.
I'm on Presquile Bay, next to Quinte. Plenty of water for bigger boats where I'm at. East side of the bay is shallow but you would be well outside the channel out of the bay to run into trouble. West side is where the race course is set up. You can see the entrance to the Murray from my slip.
We went through the Murray Canal in September last season, and sailed over to our marina near Belleville. We draw 6' and had to stay in the channels or risk being swallowed by the sea-weeds-from-hell. I've never seen such thick growth! Of course, I'm most recently from Lake Superior where it's too cold to grow much of anything. When entering our marina (Stillwater) we dragged a bit of mud/crud, but were otherwise ok.
So, my brief exposure to the Bay of Quinte suggests you may be somewhat restricted in where you can sail later in the season. This year water looks high. I hope it remains this way till next Spring when we plan to make our escape.
I sailed through Murray canal via Presquile bay with a 5'5" draft in 2011. It was okay.
Hmmm...to buy a boat with a deep draft at a discount, or pay more for shallow keel.
Water levels have been high of late with the ice over last two years.

Edit to say the boat would be at Oouter Harbour in Toronto. There is huge depth everywhere in that marina, so not worried about that, just worried about cruising spots. How is Port Dalhousie?
