Hey Zfactor... Amazing that you found the exact same link as I posted ten minutes before you... hmmm, you must be a genius... NOT.

One thing that is true. If your tender is not motorized, then it does not require state registration in most states. Most states do not require registration for human powered vessels, but this varies from state to state and you should really check with your state for its particular requirements.
