Henry Scheel spent a good deal of time designing pieces of US submarines, so he had a good idea of things that work underwater. Do you think Tartan would have paid a royalty to use the design if it weren't better than anything they could come up with in-house? The drawback to the Tartan 33 that I heard (In Practical Sailor, I believe) were that it needed a good breeze to sail to it's rating because of the fractional rig.

The Tartan 34 C draws just 3' 11" board-up / 8' 2" down. Many owners don't bother with the board much. Some have take the board out for repair and gone a couple season before reinstalling. I find it does help the overall balance of the helm and some increase in pointing ability. Would seem a good boat to consider with the intended use you briefly mentioned. A well cared for 34C can be found for $20-28k. (roughly the same as they cost when purchased new) If you're interested their was a thread specific to the T34C not too long ago or you can email me if I can answer any questions.

You might want to check out the Allied Seabreeze as well. Its a touch longer than your spec (35'), but a classic cutaway keel/centerboarder. Certainly less expensive than a Tartan or IP.
