Buying across the border: Mexico

Ahoy Mates,
Looking for anyone with experience and advice on a US citizen buying a boat in Mexico; ie..are there tons of Gov't paperwork and fees? This is my first boat and will probably start calling Brokers to get info and perhaps find one willing/able to facilitate the purchase.
Any recommendations on surveyors - Cancun area? Then, I am sure I will be looking for delivery assistance back to Panama City, FL. as I have not sailed as large a body of water as the Gulf yet?
I have been reading for a few months and am amazed at the great information freely given. I look forward to joining the sailing ranks (read: actually owning a boat) and thank you for sharing your experience and knowledge.

It's possible to buy a boat in Mexico, but you'll need a Broker to handle the papers. Laws in Mexico a pretty strict in regards to title transfers, but from what I understand, if the transaction takes place 12 miles offshore, then it's okay.
